Empowering Civilian Personnel in First Responder Agencies
This program is tailored specifically for civilian employees to recognize and validate the vital role they play within first responder agencies. Although not on the front lines, their work—answering emergency calls, reviewing bodycam footage, redacting sensitive reports, and providing support during critical times—comes with unique challenges and stress. Participants will gain valuable coping skills, resources for managing stress, and tools for self-care, empowering them to navigate their demanding roles while maintaining their well-being.
This program is designed to help leadership build insight and awareness of the unique challenges faced by civilian employees. While not physically present at the scene, these individuals play critical roles—handling emergency calls, reviewing bodycam footage, redacting reports, and providing emotional support to their teams. Leadership will gain a deeper understanding of the pressures and responsibilities civilians carry and learn practical strategies to better support their well-being and professional needs.

CISM trained, she actively contributes to both departmental and regional CISM teams, offering crucial support to distressed colleagues. Additionally, as a certified Life Coach, Kelli is dedicated to empowering individuals to discover their purpose and motivation.

Candice Alizio LMFT, CCISM, MBCBT
Drawing from over two decades of multifaceted experience across education, mental health, agency, and corporate sectors, Candice brings a wealth of knowledge and expertise to her practice. With 14 years of clinical mastery, she specializes in program development, particularly within community-based and corporate environments. For the past six years, she has directed her focus towards crafting mental health and wellness initiatives tailored specifically for First Responder agencies, recognizing and addressing the unique challenges they face.

Chief David Goldstein
David B. Goldstein has been a police officer for 45+ years. He is recently retired as the Chief of Police for the City of Franklin, NH, beginning his tenure in February 2009. Before assuming his that position, Chief Goldstein was the Chief of Police for the Winthrop, MA Police Department from February 2004 to February 2009.
From September 1982 until his retirement in February 2004, Chief Goldstein was a member of the NH State Police. During his State Police tenure, he had a number of assignments including, Uniform Patrol, Field Training Officer, investigations of Crimes Against Children, Undercover Narcotics Investigations, Major Crime Unit, SWAT/Crisis/Hostage Negotiations, and Polygraph Examiner. He retired with the rank of Captain.
Prior to the state police, Chief Goldstein was a member of the Derry, NH Police Department from December, 1979 to January,1982. This was David’s first full-time police employment and he held the positions of Uniform Patrol Officer and Field Training Officer.
Just prior to his service with the Derry Police Department, David was a Special/Auxiliary officer with the Belmont, MA Police Department from 1978 to 1979.
Chief Goldstein holds a B.A. in Psychology from Boston University, an M.S. in Public Health from Tufts University and a Ph.D. in Counseling and Human Services from Walden University. He has written a number of journal and magazine articles concerned with Law Enforcement stress-related issues.
Dr. Goldstein has held adjunct teaching positions at both the undergraduate and graduate levels to include Boston University, New England College, and the New Hampshire Technical Institute. He also instructs at police academies in New Hampshire and Massachusetts. He has also conducted Grand Rounds at Tufts Medical Center and New Hampshire Hospital concerned with the topic of Crisis Intervention.
Chief Goldstein is a Diplomate and Fellow of the American Academy of Experts in Traumatic Stress and is Board Certified in Forensic Traumatology by that organization.
Dr. Goldstein is also certified in Critical Incident Stress Management by the International Critical Incident Stress Foundation.
Dr. Goldstein has been intimately involved in the fields of Critical Incident Stress Management and peer-to-peer support since the mid-1970s. He presently serves as a member of both the Granite State Critical Incident Stress Management Team and the Southern NH Critical Incident Stress Management and Peer-to-Peer Support Team.
Dave is an Accelerated Freefall Skydiving Instructor and Skydiving Safety; Training Advisor, an Open Water SCUBA diving instructor and holds a 4th degree black belt in Chinese Herchun Karate/Kung Fu.
Dave lives in Auburn with his wife of 42+ years and two dogs, Ariel and Major.
